Frederick Holbrook was the Governor of Vermont during the Civil War years. On July 29, 1862 he wrote a
letter to Abraham Lincoln. Click on the link to see a digital image and transcription of the letter at the Library of Congress. The letter urges Lincoln to call up more troops to fight for the Union. Governor Holbrook thought that a million more men would be needed; however, Lincoln was calling for 300,000.
